What Type of Mulch is best for Step-up Landing?

I have a decent step-up that has a flat landing at an our door DJ area. You don't get a ton of air but its a good spot for people to practice tricks etc. Right now it was sand and clay that have packed in and I want to dump like 8" or so of mulch in there (it's kind of a small bowl and should hold it well).

So what type of mulch should I use?

- Medium Nugget bark mulch? bigger sized nuggets, pretty soft bark but also has itchy micro-splinters
- Finer nugget fir bark, worried about it packing down
- Certified Playground Cedar chips - these seem like the ticket and don't have slivers. Used for play grounds. Slightly more expensive
- Cheap cedar chips that are somewhat larger - a bit worried about these getting kind of "stabby" for hands etc on a good slam.
- Rubber mulch would be killer but its real expensive
