How do I report a scam?

There is a 2022 ibis Ripley version four carbon “new tags on“ offered for $3000. I messaged the seller through pink bike and he let me know he would sell it for 3150 shipping and PayPal fees included. Then he sent an email outside of Pinkbike and said if I use PayPal to use that email. How do I report this?
