Get a pipe just wider than your steer tube but is longer. Put it over your steer tube and gently tap the top till it pushes the crown race all the way down. I just did it this weekend with the end of a bed post and it worked pretty good. Of course using the proper race setting tool would be better but not all of us have the money or need for one.
a peice of pbc plastic pipe works great ive put some on with a rubber mallet and put some on with a screw driver and hammer as well have to be careful with the screw driver tho i would not recommend it but it does work just remeber one tap them move the screw driver clock wise
however i also had a piece of wood and was hitting it close to the cardboard not on the soft edges.
Sounds like that wasn't a very stubborn race. I've had a couple that required SERIOUS force. One even had the guys in the shop use a very light slegehammer, rather than a regular ball-peen. Good thing that's on my commuter and I don't plan to change the fork!

Why not just use a hack saw and cut a slit in the race? It doesn't damage anything and for peticularly tight races [ think king] they go on easy. Most headsets have water resistant o-rings ontop of that anyways. Not to mention its a million times easier to get off after too.
When i changed my head set.. placed the new race on and tightened my new race on slowly with the head lockwith the fork installed on the bike worked fairly well but i would NOT RECOMEND doing this with the headset you plan on using
