I am looking to buy a 2008 or 2009 Devinci District 1 (black finish) frame; frame only. Does anyone know how I can get a hold of this frameset?

Go to a Devinci dealer, or keep an eye out in the classifieds.

I have contacted a dealer but was informed that they can only order the District 2. So I was wondering if anyone has gotten one using a different method, say, contacting the company itself.

Devinci hides contact info pretty well. There maybe a District thread in the Devinci section. Maybe your best bet to find those in the "know".
