unscrew the caps with a 21mm socket and put a heavier weight oil in and maybe more than the reccomended amount

Every MZ comp will feel like this. The adjustment on the top of the fork is for preload only, and i don't really think those ever work either. This is a very entry level fork. Aside from adding more/thicker oil. This is how they will always feel.
