it'll be a hell of a lot of work to raw it with just sand paper. you need some aircraft grade paint stripper (available at walmart) in order to get factory powder coat off. that shitty stuff in the spray can won't do any good on anything but spray paint. if you aren't into the idea of using stripper, use a wire wheel on a drill. it works pretty quick and well, but it is hard to get into all in all the tight areas.

as far as clear coating it/ preventing rust, almost all the easy methods have been mentioned. one other way that hasn't really been mentioned, is to use motor oil. basically all you need to do is soak an old rag in some used motor oil (or new, if you don't have any used oil), and then wipe the whole frame down. after that you just simply leave it on there over night, and wipe it off the next day. the oil will soak itself into the pores of the metal, keeping moisture out.
