you can but its a pain in the arse, the v brake mounts required by hs33 differ to the brake mounts on a bmx. it takes blood sweat tears, glue, tape and zipties. is really not worth it as at best all you can do is bodge

what mechanical setups have you tried? a good one will be fine for any type of bmx riding.

as for in the wet, if you have a chrome rim they dont work in the wet. if you have a painted rim, or if its just raw metal then your problem is almost certainly your setup. good levers give a good feel but ots more preference than anything else, stiffness of caliper is also an issue, but if you run odyssey then you caliper is quality. your problem is either:
bad or damaged cable,
crappy pads,
improper setup. (a good setup isnt just making sure your pads dont rub the rim when your riding)

be warned, clear pads have very good grip but wont last as long as regular ones.

what im saying is that there is more to installing brakes than making sure the pads dont rub on the rim, was your brake professionally installed?

then they dont run fine. i would bet a lot of money a shop could set your curent brake up to work perfectly for about £5
