What's going on with the derailleur? The upper pulley wheel looks like it's in totally the wrong place.
It's one of those horizon derailleurs where the tracking of the cassette is done by an offset upper pulley rather than diagonal movement of the pivot things. That combined with being in the biggest cog looks a bit odd.

Ah, right on...that's a really aggressive offset, or maybe the B-screw adjustment is way off. it looks like it's barely doing anything in that position, you can basically draw a straight line from the lower pulley to the cassette.

Rack designer #1- "Hhhmmmmm, how can we make the most inefficient bike rack possible"?

Rack designer#2- "We also have to make it painfully hard to load and unload".

Rack designer #1- "Ah yes, brilliant! Can we also make the back of the vehicle huge and obtrusive, while only allowing 2 bikes to fit"?

Rack designer #2- "Perfect! We can also make the vehicle harder to drive and park. Let's also make it extremely low to the ground so that the bikes scrape the ground every time the vehicle is driven on an elevation".
