Not a waste at all. I believe he did it as he broke his other fork. Read the comments on the picture.

bigquotesI'll Explain, i had been riding rigid for a bit on my bike but it hurt my wrists to much so i decided to order a nice new Lyric, only problem was that it was back order, so i had 2 months of no fork, my solution was to use my nice little fox 32 until it died miserably, now i was stuck with no fork and a month and a half to ride, so i made some calculations and a fox 40 at 6 inches was only 3 mm taller then a 4 inch dirt jumper (which was what the frame was designed to handle) so i figured might as well ride. in the end it was very interesting to ride as the fork was pure butter but also because when it bottomed out it had a 90 degree head angle. i was only riding park with no large impacts so my frame was not affected.

They're stiff but they're not light and they sure don't make it easier to turn sharply (which may or may not matter, depending on the course).
