is it true the higher your bars go, the higher the bunny hop?
not in the slightest, its easier to pull them up, but its pretty negligible since you should be strong enough to pull the front up with any bars, and you can tuck small bars more

If people read his post properly, approximately 3 people now, he is asking if he PULLS UP his bars.. NOTHING about how high his bars are made at..

well, then that goes without saying, provided you know the proper way to bunnyhop...
you have to pull up the front end then the rear, so it doesn't take a genius to figure up that how high you go is limited to the height that your front wheel reaches on the initial pull, unless you have the legs of a horse, can pull the back end higher, and are riding backwards or somethign
i posted earlier at about 20" and i am stuck there...whenever i tuck the bike to pull it higher it keeps flying out in front of me...any tips to keep it tucked closer? or is it just a more practice thing.

Ride more and get more comfortable on your bike.
It also sounds like you are not leaning forward enough.. my guess
