So after all of it it turned out the spring was too long for the shock so when twisted was putting too much pressure and making it top out, i had a 450 x3.25 spring and now have a 450x3.00 amd its solved it
Fox labels the coil intended for a 3" stroke shock as a 3.25" coil. The root of the problem was still to much preload, not that the coil was to long. If the coil fit on the body without having to compress it then it will do so with no side effects. If you had to compress the spring just to get the shaft end retainer on then you will have issues from the spring length.
