First of all Hello everyone, I have a question about video editing I'm an editor now.
But just so you know that everything here is written from Google Translate so it's not very well written.
So the question,

I'm not entirely sure about this, mainly since my static shots like your example I do while actually shooting vs production. But I'm pretty sure that specific shot was done during film. I'll play around with some footage I have and see if I can accomplish a similar effect.

*edit* after looking through the effects I have, you could probably accomplish something similar by using the defocus effect or a blurring effect and start strong and bring the image back into focus using keyframes or timeline if you want. Otherwise shots like that should be done during film just for ease.
