no idea what this is

it came with a session 9.9 and i have no idea what it is.

also someone is asking me if i can run a normal 150mm rear wheel as well as a 157mm. can i? i have no idea.

Looks like the kinda thing you would flip/reverse to alter some thing like a chain stay to me
