The Standover height is the same on all sizes. 31.5 inches is simply to high for you kid.

Well if the bike's stand over (floor to top tube) is 31 inches, and your inseam is 31 inches (from the floor to "the boys") than you can stand over the bike with 2 feet flat on the floor. If it's less than you have to consider if you want a bike that is too big for you right now. If your inseam is greater or equal than the bike is ok for you.

dude i'm 6 foot and i'm riding a small balfa bb7 and i like it.i like the feeling of a tight frame i find it feels like i have more control over the bike.

same here i ride a 05 Small norco six im about 5 4 and i love the feel of a smaller bike

most full suspension devinci frames have about the same geometry, so just go to your local dealer and sit on a small full suspension devinci and see if it fits, it probably will fit though and if it doesn't you can bring the seat farther forward and bring back the stem and just play with it till you get the feel for it.
