hard braking- odd feel

I've got a set of avid juicy 3's ('06?) with a 203 mm rotor and when i really but the front brake to work it vibrates in a strange way, almost feels like ABS working in a car. It isn't making noise or anything just feels strange. I was wondering if anyone could explain this.
