It's called a red rainbow because only the long-wavelength red colors are visible. It only happens at sunrise or sunset. During this time, sunlight travels further in the atmosphere, and shorter wavelengths (blue and violet) have been scattered.

 These rainbows are the most intense we have seen in a long time here in SoCal.
