what effect is that called? i have elements 6 but I dont think it is on there.

Filter - Render - Clouds ... Filter - Pixelate - Mezzotint/Long Lines ... Filter - Blur - Radial Blur/zoom/100/best quality. Then lower the opacity until you like it and erase as needed.
