depends, to really tell you would need a shot of the inside, cuase although there is a base on top... there could still be base on the inside and the one you see is to keep them from poping back into the tire assoon as theres weight on them.

i think they were put in from the inside and they used an adhesive sealant thats what the shiny stuff is.
