Can this thing barspin or is that fork too raked out?

 Nope, It would if I put on a small tire though.

 I just put on a 32c for my front tire, and I couldn't barspin it anymore! So I took the fork off and put a 2mm spacer under the bottom headset race on the fork and now it clears no problem! It looks like you've got some room to do the same...

 Chris king actually makes a 5mm tall headset race I could get. I was thinking of just buying a new fork though.

 I was totally going to get grand mighty's but I ran out of cash. These probably fit my build better though.

 Yeah i got the arms for $110, found a Dura Ace ISO BB in the bottom of the BB drawer at work! i was psyched! and yeah, those Omniums look nice on there.
