It is legit. It's a piece plastic that keeps the pads/pistons from moving together if the lever is accidentally actuated while the rotor isn't there. No need to pry the pads/pistons apart with a flathead screwdriver chewing up your pads.

 I was talking about the adapter placement....

 It is an IS post mount adapter that seems to be mounted upside down for some reason.
