 Looks like you're in about the 3rd from the easiest gear here? If so, you could lose a few links in your chain. The cage on your derailleur should be taut when you're in the easiest gear.

The tension that is on the cage right now is how it should be when you are in your hardest gear.

 No, the cage should be more horizontal. When you are in your easiest gear, you should be able to draw a line between the two pulleys that is almost parallel to the ground.

 Front and rear tire, (Depending on where or what you ride) raise post and and get another post, or raising it will make it better.

 I might get a larsen tt front tire but I'm keeping the rear. And I like my seat slammed so its out of the way.
