bottom of the steerer tube... THIS MAY LOOK BAD BUT ALL THAT WAS DONE BY THE PREVISOUS OWNER OF MY BIKE. I NEVER KNEW ABOUT IT UNTIL I TOOK OFF THE FORKS. THEY WORK ABSOLUTLEY FINE!
