i dont think haro ever used hydro formed top tubes like that till about '06-07 and by then they all used euro bbs and much smaller drops

I think that is chromoly (steel). Look at the welding. Hard to see in this picture. Those drop-outs look too thin to be aluminum as well. Neat frame never the less. Try
