Yep, Flowww's right. It's a prop from the film Stealth. It wasn't too bad actually, kinda generic action bumf, but good to kill a couple of hours.

F19 never passed from being an static model for wind tunnel, a concept, prior to F117. Shape never disclosed, no photos at all. Its like a myth.
This one looks like an YF23, the YF22 (F22 later) competitor from Northrop.

I don't really know anything about it to be honest, it look majorly cool though. I don't think it can be detected via radar though.

i looked it up its basically a prototype for the f-117 stealth fighter its never really been used in military operations(that the public know of)

It one of those ones you wouldn't want to be publicly known really because then other countries would try to find a way of it being detected on there radar which is probably why it is so top secret
