This is why. Un this pic you can see the mount uses two screws. I noticed the ring on the paint in your pic so I did a search and found this. The mount is also adjustable

Yeah I found someone selling mounts so i should be good. (didn't even notice the ring on the frame...good catch)

the way to tell is that it is behind the rim, U-brake mounts would be closer to the tire
