It's so the wheels are tucked into the fender so when they hit a bump or something it won't come up and kink the fender. That and it's slammed so much that the wheel mounting surface is actually below the center of the rim itself. Usually air bagged vehicles do this when they're dropped low but return to normal once lifted up.
I actually don't know that much about cars so I didn't know if it was because of airbags or something else was just wrong with it. Thanks for the explanation Karpiel073.
