I was wondering the same thing..........

 It's so the wheels are tucked into the fender so when they hit a bump or something it won't come up and kink the fender. That and it's slammed so much that the wheel mounting surface is actually below the center of the rim itself. Usually air bagged vehicles do this when they're dropped low but return to normal once lifted up.

We're saying it looks disgusting, not asking why it's like that.

 Oh well. I think it's pretty badass.

 maybe it has air suspension or the BMW magnetic stuff.. you can adjust the ride height.. i think there must be an oil version too...

 I actually don't know that much about cars so I didn't know if it was because of airbags or something else was just wrong with it. Thanks for the explanation Karpiel073.
