It’s listed as used however it looks to be new, or at least unridden since being built. It’s been in storage for a while and from what I can see there are only 2 marks on the bike, one on the top tube and one near the bottom bracket, as pictured. As it’s been in storage I’d suggest getting the bike serviced or given a once over before it’s put to use.
