BLM Opens 200 Miles of Trails in Moab to Class 1 E-Bikes
Part of Porcupine Rim Singletrack passes through a wilderness study area, so why it was excluded. Believe LPS and Eagle Eye technically start on USFS land (or you have pass through USFS land to get to them) so likely why those were excluded. Raptor Route trails from Hawks Glide down are in the Sand Flats Recreation area that skirt the WSA so makes sense they allowed there.
