Its called a jack shaft its designed to eliminate pedal induced bob due to the pivot point being above the bottom bracket.

Cups fitted professionally by a shop......... as far as removal who cares being as the set was already snapped .......
been in my tool box a while since it snapped hence why its coverd in sh1t

not a clue noticed play in the headset stripped it down to find this.
