i dont know about america but in scotland the time actually starts when you cross the gate/laser beam thing and you have 5 seconds that you hav to start within so i dont think he cheated unless the timing is different

Yah, you can start any time after 5 seconds is called... And I was raced that race so I'm not just guessing or whatever

Listen to the official at the beginning of the video. He says you can go any time after 5. Just like breez13 mentioned, the time starts when you cross the laser. And yes, it's the same venue as the 'How to cheer' video. It's in North Western Washington.
