You can.. The spokes probably won't be the correct length though cos the new rim and hub will have different dimensions. So you probably need new spokes anyway. You could reuse the nipples, but for the few pennies new nipples will cost you may as well change them. The old ones have probably hd a reasonably long life, and they are a pretty highly stressed part of the wheel.

Unlikely for your application.
Erd, flange height, flange spacing, and dish all dictate spoke length.
