2010 Totem bottom out bumpers

So I took my totem off today and it felt like something was loose inside of the lowers. When I got the lowers off there are these orange bumpers at the bottom. Are they supposed to move around inside freely or do they seal at the bottom?

The ones in my Domain were free (it got me wonrdering what the heck they were Big Grin ), so I guess it's ok.
