 how much exposure time? looks really great

 I used two exposures and blended them in Photoshop. For the bike/foreground it was shot at f/2.8 for 1/13, for the sunset/background shot at f/22 for 2.5 seconds.

 There's a few different ways of doing it, and depending how quick and easy you want it will dictate which you choose really, HDR and Luminosity masking. With Lightroom HDR is super easy. For Luminosity masking you'll need photoshop, there's lots of tutorials out there and that's what I've been following, look at Greg Benz and I'm sure there's other good stuff out there.
