I'm not totally sure what you are referring to but if you mean halfway up the lowers then it's a join between two bits of protective plastic I stuck on to stop the lowers getting scratched. I stuck some on the stays too where your heels sometimes rub. It's a bit precious of me I know but as a result all the paint on the bike is in practically like new.

 I don't have scales but the advertised stock weight is 40.5 lbs which is what I'd say it feels like.
