Virtually any digital camera can do it... just gotta look in the settings, on my old one it was "fireworks scene" that made the lens stay open...

so do you set your camera on a super slow shutter speed while you run about like a mad man with a sparkler and get this awesome shot!? such an awesome effect!

ye basically can do it with any sort of light
