I'd be extremely surprised if you had a 31g headset topcap. You'll find they're generally about 10-15g. My carbon one was 8g and my Hope one was 12g. Topcaps don't need much torque, all you do is use them to preload the bearings and then tighten up the stem pinch bolts. You'll rarely even use 2nm.

 I've already tried, I also removed the Hed Doctor plug too when I did it. All that happens is your headset loses it's preload over the ride and you have to re-install everything to preload the headset before each ride...
