y does he have a rotor on the front wheel?

Why not......Maybe he just took off his front brake and didn't have a torque wrench to take off the rotor.

you dont need a torque wrench to take off rotors. You need a torx key. And ya his headtube angle looks really slack but hey, maybe thats what feels right to him
