As a maestro owner, I can guarantee that maestro's aren't floating. For DW, I'm pretty sure they are not.
Yes, floating means the shock is mounted to both linkages. With most suspension designs, the shock is only mounted to one linkage, and the other end of the shock is mounted in a fixed position to the frame. With a floating shock, both ends of the shock are attached to the each linkage, so the shock is free to "float" or move around, as the linkages move while the suspension cycles through it's travel.
