yup. Its used by most special forces because unlike the common m4 carbine, it can be submerged then fired without having the upper receiver blowing up in your face; Awesome gun in real life!
Actually the M4 passes the Over the Beach test just fine. I'm sure you're basing your information on the video on Youtube showcasing the 416 versus the M4 in the aforementioned test. That video was designed to make the 416 look way better than the standard M4 platform. A properly-built M4 can be fully submerged and fired without problems.
