yeah i would imagine if you need two 8 piston brakes on one end, they're not going to be developing a huge amount of power between them... why put two shite brakes on, when you can use one good brake???

things loike this tend to crop up every couple of years at interbike/eurobike/gheybike shows. thankfully they never see the light of day.
shimano once did one in 2000 that had 2 rotors on one side, a pad 'sanwiched' between them and only 4 pistons. SOOO much power
