It look's like it's not a main weld, where the whole force goes thru...
If you don't get one by warranty exchange, I whould take the paint off and soldering it (but just if this part has not to be heavy-duty; I guess it's just the lower end of the fork).

No you literally can't weld aluminum you can braze it but that's still sketchy cuz it will snap
