I really doubt that's from lens distortion. The pipe holding up the tape seems pretty straight and it's further from the center of the frame. I think it was cropped since I'd expect more distortion from this lens.
The pipe is small and far away from lens so little distortion. With a fisheye distortion can occur at edge of frame but also as subject gets up close.
There is some cropping but it was minimal.
Trust me that is not the fork flexing. You can see the tree in the upper left being distorted as well if that helps you get an idea of how a fisheye changes an image.
Note the size difference of the front and back wheels, etc.
The fork just happens to be a bit distorted. You can't flex a fork like that ( almost perfect arc from the side) and even if you did your wheel would go first.
