This effect is interesting, but I wouldnt consider it high dynamic range adjustment, if you had captured your shadows, light and colours like you have without the cartoony feel that would be much closer to a true hdr image, CSI miami is a good example, all though they do exagerate the saturation alot of the time and have zillion dollar cameras.

You will find that around 24/30 fps is the speed in which we see and understand as normal speed with our eyes, the more frames per second eg 50/60 frames a second when not reduced to 30/24 after being imported will look faster than normal, reducing 50/60 frames a second down to 24/30 will usually give a smooth slow motion at half the normal speed.
So if he has said that he filmed at 24 FPS and it has not been sped up in post, well it just means hes just damn fast. And aye..its Mike Hopkins? Hes not pro for being slow..
