The rules are quite clear but also alow some vagueness. about leaving the course unintentionally that dsq only id deemed to have an advantage.
There is a sportsmanwomenship rule that is vague enough to allow for uci to make it up as they go along.
An old road race photo finish rule was+\- is that the winner is who the uci say the winner is rule.

Completely different. JG was off course by his own actions. JR was off course due to SN falling onto her. JRs OutofB was not a crime. The chop was and DSQ able from my armchair view. Ps I Don’t actually know the rules.

My guess of their reasoning is that she left the corse as the result of a racing incident aka collision with another rider. Which I think is reasonable. But I would have thought she would be relegated because of the collision, not the out of bounds.
