All it takes is a promoter with the motivation to do so. You could line up some sponsors and a venue and be the change you want to see in the world! I would personally love to see Port Angeles back with some steam behind it.
USAC and the UCI are just governing bodies they don't put the races on, they just sanction and officiate them
