In industry (at least in western world) safety is a must and has the highest priority.. Workers do not COMPETE for the most bricks laid in the shortest time, so the comparison is not valid IMHO.

How would your suggestion work in real life? What if somebody takes an extra risk (let's say pull a triple where most others do a double) and injures him/herself? UCI to blame? Course builder?!
Riders should have representatives that can raise safety concerns or issues with training times etc. to the organizers..
Not sure how riders feedback was after this was introduced last season?
