Shifting problem

notice on the second shift (down from the 8th to the 7th) it jumps a sprocket (onto the 6th). ANYONE has have idea why this is? I have set the upper and lower bounds almost perfectly (pics might be up soon) but this doesnt seem to be the problem.

 Sorry about the start, take about 15 seconds before i start shifting. This only started happening after i borke my old chain and put this new one which is a 9sp chain on it. The only difference is its slightly longer than my old one.

 might have foud the problem, lol
The hosing broke and the wires split out of it and now the cable is stretched, epic fail lol
