Had the exact same problem in my area in Eastbourne, but we got a petition going on facebook etc. telling the council that wouldnt you rather us be here in our local woods doing something we enjoy, than lurking on the streets? And after two years of trying to persuade them, we now have are own bike park in the local woods! Good luck i hope your able to do the same!
