My guess is that it's an odd-numbered chainring, which means they had to make two teeth narrow to make it so the chain could fit.

: agree. This ring would be non-functional. Wide tooth in a wide link, narrow tooth in a narrow link, narrow tooth in a wide link, and then wide tooth in a narrow link...oh no wait....there goes your chain.
