i hate to sound stupid, But what does it do?

Lock outs travel for hill climbing, sets it to 90mm travel for going up bumpy hills and sets full travel for pinning down the hill

ooohhh yeah just realised,how come its singlespeed?

The little catch thing inside the black paddle of the shifter that makes it "click" into gear got caught in the bottom silver paddles catch so I opened it up to uncatch them and it won't go back together
